Where the Notary Fits in the Apostille Chain
A notary does not certify a transcript — a point worth stating plainly, because registrar inquiries often assume otherwise. The notary notarizes the signature of the school official on a certification statement attached to the record. Oregon's Secretary of State, which publishes the clearest public walkthrough, describes the flow exactly: the school official (principal or registrar) signs a statement "as to the authenticity and type of document," the notary notarizes that signature, and "the notarized transcript or diploma is sent to the Secretary of State … for authentication/apostille" (Oregon SoS). The U.S. Department of State is equally explicit at the top of the chain: "We do not authenticate the content or validity of U.S. academic documents such as diplomas or transcripts" (travel.state.gov). Every link in the chain certifies a signature, never the academic record.
